Sir:
I am directed by Secretary Sir E. Grey to acknow-
ledge the receipt of your letter 17748/1907 of the
25th May, relative to the claim of 0 Yung against the Unit-
ed States Government and enclosing both the American and
the claimant's version of the circumstances.
In view of the conflicting nature of the state-
ments it is very regrettable that the United States
Authorities did not permit the case to be thoroughly
investigated in the HongKong Courts, where it would
have been possible to ascertain the truth.
As it is, O Yung has no means of redress in Hong-
Kong and, in these circumstances Sir E. Grey is anxious
that he should be afforded some other opportunity of
putting forward a claim for compensation against the
United States Government.
It has accordingly been decided to send the de-
